Bike Tangle
I wonder who is responsible for removing derelict bikes, wrecks that have been locked to bike racks and abandoned? Is there some city agency that deals with this, or is it usually accomplished by furtive scavengers with hack saws. These particular bikes don’t quite look abandoned.

    If I remember correctly, NYPD tags it, if the tag is not removed in 3 days, the bikes are removed.
