A line of paint dribbled around the east and north sides of Tompkins Park Art, not accident, I think.
Walking around in the East Village today, I saw this orange line on First Avenue as well.

It turns out that this line is a giant MOMO tag across Manhattan.

They moved this thing on its giant caterpillar treads at 6AM on Saturday morning. It woke me up, sounding like a war was going on. A huge building is going up here.
