they are replacing sewer mains and water lines, and rerouting any electrical that might be in the way including building new manholes and vaults. those water lines will tie into the new 3rd water tunnel, one of the main shafts is located on hudson st, and west houston, and the valve chamber just east of it.
the section in this photo from elizabeth to the bowery just had a 36" water line put into it. now they are doing the sewer line. later they will redo the roadway. just too bad they didn’t put in a (separated) bike lane as some critics have called for.

Thanks for the details on this, ld, I’ve been assuming it was all to feed the new glass towers. But I’ve been too lazy to do the research.
The Houston Street construction’s been going on for probably a decade (maybe more)? I’m not sure what they’re doing. Construction keeps inching East on Houston slower than a 100-year turtle on Ambien. I think it’s all mob/corporate contracts. Nothing should take that long unless they’re building a whole other planet beneath that street.
