If you look at this closely you will see that the wire is woven into the trash container. I suspect it is the work of a homeless guy I call the Trash Weaver. He likes to weave stuff into chainlink fences and such.

It took these guys about ten minutes of sawing and prying to get this Gore B piece off the pole. They walked off carrying it away with them. View Large
